He has worked in the public, private, third sectors and academia for over 27 years specialising in multi-sector investment and delivery of decarbonisation projects, initiatives and programmes. He has led data-driven thematic, strategic, and operational transformation plans, roadmaps, and blueprints at sub-regional and national levels. His experience includes securing multi-million-pound national and European funding for a variety of green tech, clean tech, circular economy, and supply chain development endeavours, including multi-sector investment propositions for LEPs and county areas. This work has encompassed energy infrastructure, local business growth, practical decarbonisation measures in domestic, commercial, and third sectors, and community-led deployment interventions leading to demonstrable energy and carbon savings, allied with sustainable economic growth. Paul has expertise in research, analysis, evaluation, and value proposition development, primarily focused on energy, the built environment, and supply chains. He has co-created commercially viable concepts and value propositions and supported their delivery through a robust and systematic engagement and participation method with investors and stakeholders. Paul has developed several significant research funding initiatives, private sector investments, and independent co-financing projects, all designed to be agile and responsive to economic and policy changes. Previously, Paul worked for Anglia Ruskin University as Industrial Innovation Lead where he secured multi-sector funding for different county and multi-county thematic projects. He has worked in several local authorities, an RDA, for a LEP, a Combined Authority and Government Department as well has running his own business for seven years.
